These Rules section apply only to OTYA in-house leagues. Inter-community, METRO/travel
teams, and All-Star tournament rules are distributed separately.

OTYA BOYS LEAGUES RULES
GENERAL RULES APPLYING TO ALL LEAGUES
RULES INTERPRETATIONS
All OTYA rules supersede those in the PONY League
Baseball rule book. All OTYA Board of Directors decisions are final and binding. These general rules govern on matters of
Safety, Equipment, Grounds and Facilities, Length of Game, Playing Conditions, Slaughter Rule, and Protests. League specific
rules will govern all other rules of play.
SAFETY
Safety is stressed at all times.
The manager,
coaches, one scorekeeper, and the players are the only ones allowed in the dugout.
Players, managers, and coaches must remain in the dugout during the game except when required
to be on the field. They cannot mingle with the spectators or stand behind the backstop during the game. The manager may not
manage from outside the playing field (in the umpire’s judgment).
No player shall swing a bat in the dugout. Only the batter and the on-deck batter should swing bats.
The on-deck area shall be immediately outside the dugout gate.
There is no on-deck batter in T-Ball.
Throwing
bats and helmets is not allowed (in a tantrum, not an accidental situation). One team warning will be issued to each team.
The next infraction will result in ejection. In an accidental incident, a player will be warned once and subsequent offense
will result in the player being called out (dead ball situation).
A runner shall be called out when he does not slide or attempt to get around a fielder who is in position
to make a play, in the judgment of the umpire.
Rough
play will not be tolerated (such as deliberately running into a player making a tag or throwing the ball at the batter). Such
play shall result in the ejection of the player and/or manager. There will be no warnings issued for this infraction.
All disciplinary problems and game ejections are to be reported to
the Director on Duty or directly to the OTYA Board of Directors.
EQUIPMENT
The visiting team will supply an alternate ball, which should be the ball used in the previous game (or a ball supplied
by the league that is in good condition).
Requests
for replacement equipment must be made to the Equipment Manager. OTYA equipment may be purchased by the Equipment Manager
only.
Batters, on-deck batters, base runners, and
player-coaches MUST wear a caged batting helmet.
No
steel spikes allowed.
Only aluminum bats allowed
in all leagues. Players may bring their own bats (aluminum only) as long as they are clearly marked "Little League Approved"
or "T-Ball Approved". Bats must be applicable to the league.
Shorts may be worn by Girls Leagues only.
Catchers in all leagues must wear helmet, chest protector, mask with throat guard, and shin guards.
Boys in pitched leagues must wear cups at all practices and games.
(T-Ball should be encouraged if proper fit is available.)
GROUNDS AND FACILITIES
NO ALCOHOLIC BEVERAGES can be brought to or consumed on the playing field or surrounding
premises or any other area where OTYA teams are playing or practicing. Please remember that we have an agreement with School
District 170 that governs our access to and use of the Greenbriar playing area which includes includes the ban on alcoholic
beverages.
Only those authorized by the OTYA Board
of Directors have access to the OTYA building.
The
school has access to the facilities during school hours and discretion and courtesy should be shown to all Greenbriar students
and staff.
PLAYING CONDITIONS
The
Grounds keeping Director shall be responsible for cancellation of games when conditions are unplayable. The Home Plate Umpire
assumes this responsibility once the game is in progress. The Grounds keeping Director shall contact the Commissioner(s) of
the league(s) involved. 5:00 p.m. is the time for a final decision for game cancellations. Managers should call the concession
stand after 5:00 p.m. for game status (755-8844).
LENGTH OF GAME
8:00 P.M. RULE -
Weekdays Only - no inning shall start after 8:00 p.m. If the start of a game is delayed
because of weather, then the two-hour rule applies. On weekends, the two-hour rule applies. The Scheduling Director’s
decision prevails regarding make-up or continued games.
TWO HOUR RULE
Weekends
Only: No game in the T-Ball, Junior, and Minor League shall exceed two hours in length. The 2-hour rule applies only if it
affects the scheduled starting time of a subsequent game. A game in the Minor League will run a maximum of 10 innings. If
the game is still tied, it will be considered a suspended game and played from that point at a later date with the international
rule still in effect.
TWO AND ONE-HALF
HOUR RULE
No game in the Major League
shall exceed two and one-half (2 1/2) hours in length. The game will run a maximum of 10 innings. If the game is still tied,
it will be considered a suspended game and played from that point at a later date with the international rule still in effect.
TIE BREAKER
If a game is tied after 6 innings of play, international rule will
be applied as follows: the player who made the last out of the previous inning will be placed on second base with one out,
and the batting order will continue beginning with the next batter up from the previous inning until 2 additional outs are
made, or 6 runs are scored.
SLAUGHTER RULE
The slaughter rule applies only in tournaments.
PROTESTS
Protests are allowed on rule interpretation only. The Home Plate Umpire
has sole authority to govern a game and rule on plays not covered by the rules. The Umpire’s judgment call may not be
protested. There will be no long arguments. The Home Plate Umpire’s decision to end discussion is final and must be
immediately obeyed.
Except for ineligible players, all protests must be announced before the next pitch. Protests should
be avoided.
If a protest occurs, the umpire must
sign each score book at the point of the protest. At the end of the game, the umpire will collect the score books and give
them to the Director on Duty. Each manager must sign the other’s score book.
All protests must be submitted in writing and signed any Board Member within 48 hours of
the game in question along with a $30.00 protest fee. The protest fee will be refunded if the protest is upheld.
The committee shall consist of the Board President, Director on Duty
during the protested game and the Commissioner of the League involved.
The committee will investigate the facts of the protest and rule within 10 days of the date of the
game in question on all valid protests submitted. A reasonable delay in the committee’s ruling will not be grounds for
granting the protest.
If the protest is upheld,
the Protest Committee will determine whether the game should be replayed in its entirety or from the point of the infraction
or a possible forfeit.
The Protest Committee will
report all decisions in a meeting to the Board of Directors. Both managers or their representative must be present at the
meeting. Not less than 48 hours notice will be given for the meeting.
Failure of the protester to comply with the above rules will result in loss of the protest.
OTYA Instructional T-Ball (co-ed
4 and 5 year olds)
Players,
managers, coaches, and fans of the Instructional T-Ball League are bound by the General Rules for Boys Leagues and the league
specific rules set out below.
1. The Instructional
T-Ball league is an instructional league. In order to allow each player an opportunity to learn as many possible positions,
no player may play more than one inning at any one position in a game.
2. Each half inning will consist of one complete batting order.
3. A player will be issued a warning for throwing his/her bat. After that, the batter
will have to forfeit their turn at bat for that inning.
4. There will be no forfeits in this league. Every effort should be made to play a game between teams. Replacement
players must come from the Instructional T-Ball League. Replacement players must play at least two defensive innings and remain
in the batting order for at least one turn at bat.
5.
Balls hit from the tee must travel beyond the fifteen foot semi-circle in front of home plate. If a batted ball stops inside
the semi-circle, the play is dead. Hitting the tee is considered a dead ball.
6. There will be no umpires or score books. "Everybody is a WINNER!"
7. Participation awards will be given to all players in this league.
These will be given at the end of the season.
8.
The tee should be always be placed at the belt or lower and shall be one foot in from of the batter’s front foot.
9. The base paths will be fifty feet.
10. Aluminum bats are encouraged in Co-Ed T-Ball. The maximum bat length is twenty-seven
inches (the maximum length of T-Ball bats).
11.
Instructional T-Ball games will be four (4) innings.
12.
Instructional T-Ball will use a Safety Ball.
OTYA Regular T-Ball (co-ed 6 and 7 year olds)
Players, managers, coaches, and fans of the Regular T-Ball League are bound by the OTYA General Rules
for Boys Leagues and the league specific rules set out below.
1. The pitching mound will be 42 feet from home plate. The base paths are sixty feet between bases.
2. No bunting is allowed.
3. Hitting the tee is considered a dead ball. There are no strikeouts. All leagues will
bat a continuous batting order. All players must play a minimum of three defensive innings by the fifth inning.
4. A fifteen foot semi-circle in front of home plate will be marked.
A ball hit inside this line will be considered a foul ball. All rules governing foul territory apply.
5. There is NO Infield Fly Rule.
6. A base runner may leave the base on contact only. This is a dead ball situation.
The first offense, the team will receive a warning. On the second or subsequent offense, the runner will be called out.
7. No on-deck batters are allowed.
8. No more than two coaches will be allowed on the field while their team is on defense.
Coaches may not be on the infield except during a time-out.
9. Regular T-Ball games will be five (5) innings. A minimum of six (6) batters will bat for each team in each inning.
A maximum of six runs per inning is allowed. A team scoring six runs in an inning will take the field regardless of the number
of outs.
10. Runners cannot advance past first
base on an overthrow to first base. A runner may advance at his own risk past first base on a batted ball which leaves the
infield. Base runners who are more than ½ of the way to the next base may continue to that base, once the pitcher has
possession of the ball inside the pitcher’s circle. Runners who are less than 1/2 of the way to the next base are out.
The lead foot must be on the ground over the marked line on the base path.
11. Unless the ball is caught on the fly, no batter or runner can be called out unless a play is made
to a base. If no play is made to a base, runners may advance ONE base without risk. A dead ball situation is created when
the ball is returned to the pitcher inside the pitcher’s circle.
12. The pitcher will remain inside the ten foot circle until the ball is hit. However, the mock pitch
must be made from the pitching rubber (or the center of the circle if a rubber is not in place).
13. Aluminum bats only are allowed. Maximum bat length is twenty-seven inches.
14. When a bat is thrown by a batter, he will be given one warning.
If he throws the bat a second time (or more) in a game, he will be called out. This is a dead ball situation.
15. All infielders except the pitcher must stay in the dirt infield
(Fields 1 and 2) until the ball is struck. On the all-dirt infields (Fields 3 an 4), all infielders except the pitcher must
stay no more than a foot in front of the baseline until the ball is struck. The baseline is the direct line from the front
of one base to the front of the next.
16. T-Ball
will use a Safety Ball.
17. Each player must play
at least two innings per game (by the fourth inning) in the infield. A different player must "pitch" each inning,
with no player playing the pitcher position for more than one inning. Players should rotate positions in order to develop
skills at each position.
18. There are no forfeits.
Every game will be played, even if team is short players. If a manager is unable to field eight players within 15 minutes
before the scheduled starting time, the manager may use two replacement players from the T-Ball League, if such players are
available. Replacement players must play at least two defensive innings and remain in the batting order for at least one turn
at bat. The recruited players must bat 8th and 9th in the batting order, play an outfield position and be replaced by a member
of the team should such member arrive by the start of the second inning.
19. All T-Ball teams will be given game balls prior to the start of the season.
20. The last month of the season, the manager or coaches will utilize
a pitching machine to pitch four “hittable” pitches to each batter.
21. Participation awards will be given to all players in this league at the end of the season.
No first place trophies will be awarded and no standings will be posted. No All-Star Team will be selected.
OTYA Boys Junior League Rules
Players, managers, coaches,
and fans of the Junior League are bound by the OTYA General Rules and the league specific rules set out below.
1. The pitcher’s mound will be forty feet from home plate. The
base paths will be sixty feet between bases.
2.
There will be no stealing or leadoffs allowed. Runners will be called out if they leave the base before a ball is batted.
The first offense will be a team warning. The second or subsequent offense per team the runner will be out. The runner may
leave on contact only.
3. Coaches may coach in
the outfield when their team is on defense.
4.
Any player can only pitch a maximum 4 innings in a game. If pulled from the pitcher position the player cannot re-enter the
game as a pitcher. One pitch to a batter constitutes an inning pitched for purposes of this rule. If a pitcher pitches
4 innings he must rest 72 hours before he next pitches.
5.
A regulation league baseball will be used.
6. The
drop third strike rule does not apply.
7. The infield
fly rule does not apply.
8. If a pitcher hits two
batters in one inning or three in a game, he is to be removed from the mound, but may remain in the game at another position.
The batter is awarded first base. In the judgment of the coaches, a batter does not move out of the way of the pitch, the
batter will be awarded first base, but the pitcher may not be charged with a hit batter.
9. Junior Boys must wear a caged batting helmet when batting.
10. From Opening Day through the first six (6) games, the coach will pitch. A maximum of 6 pitches will be allowed for each batter. After the sixth game, only players will begin
pitching.
11. After a batter receives 4 balls from the
pitcher, the coach will pitch to the batter for a maximum of three "hittable" pitches, depending on the number of
strikes. If a batter has two strikes, he will receive one pitch; if the batter has one strike, he will receive two pitches;
if the batter has no strikes, he will receive three pitches. There are no walks issued. The burden to throw "good"
strikes to the batter is the coaches’ responsibility. In all cases where a "pitcher" is not pitching the ball
(i.e. pitching machine used or coach pitching, the player playing the "pitcher's" position must be positioned
with at least one foot on the pitcher's mound and must be equal to the pitching rubber.
12. Games will be six (6) innings. Four innings is considered a complete game (3 1/2
innings if the home team is ahead).
13. Any team
can play with seven players. If a manager is unable to field eight players within 15 minutes before the scheduled starting
time, the manager may use two players from the Regular T-Ball league, rather than forfeit the game. Replacement players
must play at least two defensive innings and remain in the batting order for at least one turn at bat. The recruited players
must bat 8th and 9th in the batting order, play an outfield position and be replaced by a member of the team should such member
arrive by the start of the second inning. In the event the 8th and/or 9th positions are not filled, the open spot(s) in the
batting order will be considered "outs".
14.
In all leagues, a maximum of six runs per inning is allowed. A team
scoring six runs in an inning will take the field regardless of the number of outs.
15. All teams will bat a continuous batting order.
16. All players must play a minimum of one inning in the infield by the fourth inning
of the game. If a team violates this rule while the game is in progress, the offending team will automatically forfiet the
game in the standings, however, the game will be played to it's conclusion. The violation must be found by the opposing
manager only and brought to the attention of the umpire immediately after the violation.
ALL-STAR TEAMS:
Metro teams will take the place of All-Star teams in the Junior League. The Board
of Directors may select an additional All-Star team if enough players permit. Managers and coaches selected by the
board will serve at the pleasure of the Board. The Metro and/or All-Star Team Manager and coaches will select players
for the Metro and/or All-Star teams.
Boys
Minor League Rules
Players, managers,
coaches, and fans of the Minor League are bound by the OTYA General Rules for Boys Leagues and the league specific rules set
out below.
1. Base paths will sixty (60) feet.

3. Leadoffs are allowed after the ball crosses home plate or contact is made with

5. Pitching limits are set at 8 innings per any seven (7) consecutive days. Pitchers
may pitch a maximum of 4 innings per game. Days of rest will apply. If pitcher pitches more than 3 innings that pitcher cannot
pitch for 72 hours (3 days). One pitch in an inning constitutes one inning pitched.
6. If a pitcher hits two batters in one inning or three in a game, the pitcher is to be
removed from the pitching position. That pitcher may remain in the game at another position, but may not re-enter the game
as a pitcher (even if the game goes into extra innings or is suspended).

Players, managers, coaches, and fans of the Major League are bound
by the OTYA General Rules for Boys Leagues and the league specific rules set out below when playing games at the OTYA fields.
Away games are controlled by home team's rules. .
1.
Base paths will be seventy (70) feet. plate. The front of the pitcher’s rubber will be 48 feet from the apex of home
plate.
2. The dropped third strike rule is applicable.
3. Leadoffs are allowed. Balks by the pitcher will
be called. First Balk, by each pitcher, will be result in a warning, subsequent balks will result in runner(s) advancements.
4. Stealing is allowed (including stealing home
plate).
5. Pitching limits are set at 8 innings
per any seven (7) consecutive days. Pitchers may pitch a maximum of 4 innings per game. Days of rest will apply. If pitcher
pitches more than 3 innings that pitcher cannot pitch for 72 hours (3 days). One pitch in an inning constitutes one inning
pitched. This applies only to In-House Teams.

Protest Committee will report all decisions in a meeting to the Board of Directors. Both managers or their representative
must be present at the meeting. Not less than 48 hours notice will be given for the meeting. Failure of the protester to comply with the above rules will result
in loss of the protest.
Girls Junior Rules Players, managers, coaches, and fans of the Junior League are bound by the OTYA General Rules and the league
specific rules set out below. ASA Rules otherwise apply. Pitcher’s mound will be 35 feet from home plate. Base paths will be 60 feet. The softball will be an 11-inch softball. No stealing or leadoffs allowed. A runner may leave on contact only.
If a runner leaves the base before contact, a warning will be issued for the first offense per team. A second or subsequent
offense will result in the runner being called out, creating a dead ball situation. The coaches have the option of being in the outfield to instruct when their team is
on defense. The Drop Third Strike
Rule does not apply. The Infield Fly
Rule does not apply. A pitcher may
not pitch more than three (3) innings. If a pitcher hits two batters in one inning or three in a game, she is to be removed
from the mound, but may remain in the game at another position. If in the judgement of the umpire, a batter does not move
out of the way of the pitch, the batter will be awarded first base, but the pitcher may not be charged with a hit batter.
From Opening Day through May 31, a pitching machine will be utilized. A maximum of 4 “hittable” pitches
will be allowed for each batter. After May 31, the players will pitch to each batter. After a batter receives 4 balls
from the pitcher, the coach will pitch to the batter for a maximum of three “hittable” pitches, depending on the
number of strikes. If a batter has two strikes, he will receive one pitch; if the batter has one strike, he will receive two
pitches; if the batter has no strikes, he will receive three pitches. There are no walks issued. The burden to throw "good"
strikes to the batter is the coaches’ responsibility. In all cases where a “pitcher”
is not pitching the ball (i.e. pitching machine used or coach pitching, the player playing the “pitcher’s”
position must be positioned with at least one foot on the pitcher’s mound and must be equal to the pitching rubber.
Games will be six (6) innings. Four
innings is considered a complete game (3 1/2 innings if the home team is ahead). A player may advance at her own risk until
a play is made to a base. No pitcher’s hand out. A maximum of five runs per inning is allowed Every player must play
the infield by the 4th inning, pitcher, catcher included. An All-Star team will be selected in Junior League. The Board of Directors will select the All-Star
manager and coaches who will serve at the pleasure of the Board. The Manager and coaches will select players for the All-Star
team. Girls Minor League Play under the G.I.R.L.S. 10 and Under Rules : 1. Bases are 60 feet apart. The distance from the pitching
rubber to home plate is 35 feet. An 11 inch ball will be used. 2. Two hour time limit from the first inning. the inning
begins with the first pitch. 3. The teams will play 6 innings or two hours. If the two-hour time limit occurs, the inning
in progress should be finished. an inning ends when the last out is made. that means if your game started at 6:00 P.M., and
the last out was made at 7:55 P.M., a new inning may begin. 4. If a pitcher hits two (2) batters in an inning, or three
(3) batters in a game, she may no longer pitch in that game. 5. If the ball hits the ground and then hits the batter,
the batter is awarded her base. However, it is not charged against the pitcher as a hit batter. 6. The girls may pitch
a maximum of three (3) innings per game. One (1) pitch thrown in an inning constitutes one (1) inning pitched. 7. Walks
are allowed. However, no runs are allowed to be walked in. When the bases are loaded and the batter gets walked, the batter's
coach will come in to pitch to the batter. The strike count will remain the same. Strikes will be called if the ball is in
the strike zone. A batter will not be awarded first base if the coach hits the batter with the ball. 8. Teams will bat
the bench for the first two innings to the maximum team roster or three outs, whichever occurs first. On the last batter,
play continues until the umpire calls the play dead of the last out is made. The last batter cannot be walked. She will bat
until she either strikes our, or she hits the ball. If the last batter is hit by a pitch the next batter will bat. 9.
No dropped third strike, stealing bases, or infield fly. 10. Five (5) runs per inning maximum, unless other runner scores
while the play is in progress.. EXAMPLE: A team has scored 4 runs and the bases are loaded. The batter hits a grand slam.
The total for that inning would be 8 runs scored. After the fifth run crosses the plate, play continues until an out is made
or the umpire declares the play dead. An unlimited number of runs can be scored in the sixth, or last inning as called by
the umpire. 11. Ten (10) players on the field with a minimum of eight (8) to start and finish the game. 12. The
tenth fielder must play behind the base lines. The base line is a direct line between the bases. 13. SLAUGHTER RULE:
If a team is ahead by at least fifteen runs at the end of the fourth inning (3 1/2 if the home team is ahead).
Girls Minor, Majors,
and Teener League teams Players,
managers, coaches, and fans of the Minor League are bound by the General Rules for Girls’ Leagues and the Girls Inter-Community
Recreational Softball 12 and Under, 14 and Under and 18 and Under rules set out below. ASA Rules otherwise apply. 1.
Maximum roster size is fifteen (15) girls. 2. May call up a maximum of four (4) from the younger division to to complete
the roster. Call-ups must start the game. 3. Minimum of eight (8) players to start and finish the game. A player may
leave the game voluntarily without penalty. If a player is ejected her spot in the batting order will be an automatic out.
4. Each player must play a minimum of three (3) defensive innings, one within the first three innings, per seven inning
game. 5. During the first two innings the teams bat once through the line up (maximum number of girls on either teams
) unless three outs are made. The last batter in the first two innings must get a hit or make an out. The inning will end
when the play is called by the umpire. The inning may not end in a walk. After ball four, the batter will continue to bat.
If the last batter is hit by a pitch, the next batter will bat. After the second inning a team will bat until three outs are
made. 6. Girls may not pitch above or below her rostered age division. ,p> 7. PITCHING REGULATIONS. A pitcher may
pitch a maximum of four (4) innings per seven inning game. If a game goes to extra innings, a pitcher may return less she
has been disqualified. ,i>(See Rule 19). 8. RUNS AHEAD. Fifteen (15) after four innings (3 1/2 if the home team is
ahead). 9. A courtesy runner is allowed for both the pitcher or catcher with two outs. The runner will be the girl who
made the last out. 10. For twelve and under stealing is allowed when the ball crosses the plate. For fourteen and under
and eighteen and under, A.S.A. rules apply. 11. All team members shall be in uniform of the same color and style. Hats
are optional, but if worn must meet the same criteria. Hats and visors cannot be worn backward. Call up players are exempt
from this rule but must be in their own uniforms. 12. No new inning may begin after two (2) hours from the start of
the game. The game starts when the first pitch is thrown. An inning ends when the last out is made. Games may end in a tie.
13. The home team is responsible for providing an umpire. If the scheduled umpire is absent at game time both managers
must agree on a substitute or the game must be postponed. Every attempt should be made to play the game. 14. Each team
will provide one new game ball for the game. 15. All protests must be filed in writing with the G.I.R.L.S. president.
All protests must include a $25.00 deposit, refundable if the protest is upheld. 16. The home team must notify the visiting
team a minimum of one (1) hour before the start of the game if the game is to be canceled due to inclement weather. See Article
VI under the G.I.R.L.S. by-laws, field conditions. 17. A player in the league may not umpire in her own division or
above. All home plate umpires must be at least 18 years old. 18. Ten (10) defensive players are allowed for 12 and under.
The tenth player must play behind the base line. The base line is the direct line from the back of one base to the back of
the next. 19. A player must be removed from the pitchers position when she hits two (2) batters within one inning or
three (3) batters during the game. The girl may not return to the pitchers position for the rest of the game. She may play
any other position. 20. Base line distance for 12 U is sixty (60) feet. A.S.A. rules apply for 14U and 18U. 21.
Any game called before the third inning due to storms and or lightning shall be replayed in its entirety. A game shall be
called immediately if lightning is spotted. 22. Both mangers are responsible for rescheduling any game that is canceled.
